Money alone is not going to effect the CEO's of the Fortune 500 type that do indeed hire illegals. I would suggest adding straight jail time for each illegal that their corporation hires. No time 'good time' - a month per each illegal.
Think about the effect would have had upon those over the meat packing incident? Or how about all those illegals busted working at Walmart's?

I think the fine is good enough. If you were a mom and pop shop $10,000 is a chunk of change. Did you see that the bill only wants an impact fee of up to maximum $1500 per family? It costs us $9K a year per student, so how dumb is this?
If employers would stop hiring illegal immigrants, the American economy would collapse in no time. Mexico would then move into American soil and annex the USA as a Mexican state where all Americans would be put to forced labour.
