2 ways to do this...
(a) send her back to france when the tourist visa is over and file an I-130 relative position along with a G325 biographical data. You may or may not be able to get together in the USA while the process is going on (9-12 months)
(b) if she is still in the country you can file an adjustment of status I-485. This is kind of tricky and they don't like you to do it that way cuz its messin up their rulebook, however you get to be together, but if she wants to travel you will have to get an advance parole filed.

Yes you can apply if you are a citizen. Expect a long wait, and she will have to reenter the U. S. from another country. When does her visa expire? She could get deported just on that. Do it the right way.
