It would be up the the Nation you are wanting to move too. It is mostly based on whether or not the country thinks your worth it or not, and if you have the time for all the visas and paperwork. Biggest issue would be getting membership in the EU. You would have to apply within your country of origin.

What exactly is an "undocumented tax payer"? I've started hearing this term recently. If it's referring to paying sales tax, on purchases and utilities, then that is nothing compared to the 50% tp 60% of federal/state tax on income a "documented" tax payer pays.
And no. Emigrating to those countries are much more difficult than here in America. Although being able to prove you can offer something (unusual job skill, highly educated, taxable wealth on a grand scale) is helpful. Most countries have strict requirements on becoming a citizen.
