What's the difference bewteen english as the official language and english as the national language?

I think...English as the official language is that...uh...Most commonly spoken language, so they set it as the 'official' language. English as the national language...Is that it is spoken worldwide...?
As official, all government documents and services will be provided ONLY in English.
As national, it is only a token term that suggests all citizens should learn English, but has no real effects.
