Is the Permanent Resident Alien status designed as a step towards US citizenship?

If so then why do so many Permanent Residents never attempt to become USA citizens despite being qualified?

Yes- check out www.uscis.gov for more info on that. The reason why some poeple never bother to become US Citizens is b/c A) they plan on going back to their own country eventually, B) they don't speak English well enough to pass the test, C) they have no reason to since there is no real incentive, they can work and live in US being Permanent Residents, and by law, they CANNOT be called for jury duty.

Yes, I am a legal permanent resident. And the reason many legal residents don't want to become citizens is because they don't want to lose their current nationality. Other factors may be that they do not need to be citizens, and they are not willing to pay the price of becoming one if they're not getting any benefits.
They either do not care about voting rights, or are afraid something come up dirung their FBI background check!

Lots of people think that it will take too long to become a US citizen, or they are agraid of the test. Some countries do not allow dual citizenship, which is one more reason not to apply for US citizenship.

I passed my citizenship test November 16, 2005, and still am waiting for FBI to complete me criminal background check. But in any case I applied as soon as I become eligible.

I actually thought that the Green card is a basic authorization of reside and work in the USA. And for lots of immigrandts it is quite enough.
Siervocal, you are EXACTLY why I think that the permanent resident status is CRAP.

If you are so proud of your country, go home. If you want to be an AMERICAN, stay here, but don't sit on your brown butt and gloat because you are getting benefits that the rest of us are paying for and then wonder why we hate all of you so damn much.
It isn't necessary that they become citizens. Personally, I am on the other side of the question. I ONLY want people to become citizens if the US will thereafter have their FIRST loyalty. In fact, if it were up to me there would be no dual citizenship here, once a child who has it comes of age.

I'd rather they just lived here and stayed citizens of their own country if they aren't Americans, first.
