Should we change the way we deport people?

Say if you pick up an Illegal from Mexico when you deport him you send him to Panama, You get an illegal from China send him/her to Mongolia? Make them have to work harder inorder to try and get back.

deport them first time, jail or execute second offense
We can get them overseas before they touch land.
Then we send them back to Cuba!
