My friend wants to move to America (Southern States) to live but he has no job qualifications and no family in

America. How difficult will it be for him to be able to get into the states as a permanant resident?

Your friend's best bet is to acquire some job qualifications first, then it will be easier to get his green card. By the way, it is hard to imagine that a person has "no" job qualifications. Even uneducated people can do physical work.
Today all you have to do is cross over the Mexican border and you have it made.
