Me and my wife got married last year after my H1 visa expired. She is a permanent resident and I applied for my change of status. I filed the I-130 form and i received a "receipt notice" saying my application is pending. Now my concern is, will this form(I-130) be enough to apply for a work permit? Or do i need to wait for any other letter before i can apply for the work permit? Or do i need to apply for anything else?

You actually should be getting out of the country because the I-130 doesn't give the right to stay here especially if your wife is only permanent resident and not a U.S. citizen. So here is what you need to do: consult with an immigration attorney ( a good one) he will tell you what your options are so you can remain with your wife. Do not try to apply for a work permit before you see your attorney because you are not eligible for one anyways. Good luck!

check out uscis.gov in order to see what they say. My opinion is that you can't be working while awaiting a change of status, best thing to do is apply for an Employment Authorization card, or get hired as an H-1 somewhere else.
You will need to wait until the I-485 is filed and you can submit the employment authorization application at that time.
