Yes. The USA has relaxed its rules on this recently. Although it does not encourage dual citizenship, it recognizes that there may be difficulties when rules for renouncing the old citizenship make it difficult to achieve. The USCIS site used to give military service as an example. I wish I could find that page. It was quite a good summary of the position. But since they redesigned the site, all the useful information seems to have disappeared.
