Good question...since your mom is now a U. S. citizen...I don't know...the Canadian website does not address this particular circumstance. You can go to the website listed below and click on "apply for a pasport." then on the next page, click on "pick up an application at a Canadian office in the U.S." Then click on the drop down box and pick the city nearest to you. You could contact that office with your question.
yes, but you will need proof of canadian citizenship first. if you don't have this, you can go to the nearest canadian embassy or consulate to find out how to get that. here's a list of the ones in the US:
