My passport expires en April 2008. Can I renew it now or do I have to wait until it expires?
The other issue is that I leave in a month. Is there even enough time to renew it? Is there an express renew process?

I formerly ran visas and passports just before matriculating to college. This said, the following might be slightly dated information.
You can start and no doubt complete the process by going through an expediter. The cost is typically under $100. You'll need to hire the services of a provider in your "district" to avoid complications and to insure discretion. Last time I checked there were 8 districts in the United States. Be very careful who you deal with as there are many interests masquerading as visa and passport expediters that are anything but.
Also, new passport rules and regulations are applicable as of the end of January '07, though these new rules and regulations strictly address American travel to the Caribbean, Mexico and Canada. However, since you last applied [for] and acquired a passport, the State department has starting issuing RFID (radio frequency ID) chips in passports.
