4) Contact an immigration lawyer too, you need at least one consultation to make sure that you're following things the best possible way.
If you're American or a permanent resident, just marry her and go to the immigration office and get started on her papers. Pretty simple, really.
If you are a US citizen you can get married to her. Immediately after the marriage file an I-130 for her. Also file an application for Change of Status and an application for a Work Permit.
Since she came to the United States legally she'll be allowed to stay while the paperwork is being processed even if her work visa expires.
If you are not a US citizen, but have a Green Card, you are out of luck. She'll have to go home and you'll have to file an I- 130. The wait for a visa will be about 5 years.
