I think you may have to earn your way out of the straight jacket first, and then the next step is to convince the doctor that you don't still believe in little green dudes.
I believe you must have either temporary or permanent resident status and the relevant asylee visa before you can apply. However, if you intend to visit your country of origin (the country you sought asylum from), you may find that your asylee status can be revoked.
I think there is a set period you must have resided in the US; a) to obtain the passport, and b) to avoid your status being revoked.
