US visa for disabled person?

I am from a poor third-world country: Haiti. I am almost deaf, so I wear an hearing aid, but it does not help a lot. I use to read person lips and, sometimes, I must ask to someone to write on paper what I cannot understand.
In my country, they are no structures for such persons and people does not understand me nor they don't know how to deal with persons like me. It a threat for me, personnally, professionally etc.
What can I do? Is there is a way for resolving this situation?
