It seems likely. Governments have a habit of refocusing the country from a politically hot issue to one that creates massed indignation over a problem that could have been addressed much earlier. It's a well used tactic.

Why would we want a North American Union? We already have free trade agreements with the two countries. Mexico's economy is not stable, we don't need the headaches other nations have with multi lingual populations.
