Ah, but they do want to learn English. And they are studying it. Classes in English as a Second Language are full, and waiting lists are long. Why would you rather believe they are resisting necessity? Are you worried that they are adapting too well, and represent some kind of threat to you? They are adapting well, but that is good for you, not bad for you.
I think you answered it pretty well. Fidel would torture some, kill others, and maybe deport a lucky few. That's what Mexico does to illegal aliens... even those who've simply overstayed visas.
So the question is why illegals would WANT to go to Cuba. They're about as well-off as Mexico... not to mention the fact that they would have to swim a long way, whereas here they can simply rush over the land border as soon as their wife goes into labor and have "anchor babies".

Trust me I deal with Mexicans every day at my job and they can speak enough to get by and they also understand it better than they let on.

a lot of them want to learn English b/c if they do they're more likely to get higher paying jobs and it is common knowledge that learning any language is a lot harder after the age of 4 .Plus a lot of illegals work 12 hours a day and barely have any free time in which to learn English. And personally I don't know of anyone who would want o move to communist Cuba.
