Communism is the reason
It's "legal" because the Administration and Congress write the laws and they say it is legal.
Cuba is economically blockaded by the US for the same reason marijuana is still illegal in the US ... the old farts did such a nifty job of brainwashing themselves back in the 50s and 60s that they are incapable of change.
Once Fidel dies, they'll have an excuse to change the policy, but unless there is a plague that kills everyone over 60 next year, it won't happen sooner than that.
The Cuban Revolution can be blamed for that, thought I doubt that El, Salvador and Nicaragua have been effected by this.
Cuba became a Communist country in the 50's and 60's. US policy was to eliminate all threats to democracy. Of course Cuba was one of these threats so the US placed a trade embargo on Cuba and many other countries including Iran, N. Korea, ect. Cuba is still communist so the embargo still remains
