What is mean by "Police Report is incomplete and the case is being examined"?

Consequently, they have to examine your file more carefully before issuing a visa.
Depends on what is being investigated. Sometimes, it means lab results are not back, Forensic information is incomplete due to lab results or pending a full and complete pathologists report.

Could be the office hasn't gotten around to finishing up something simple like an accident report. It all depends on what the report deals with. Most departments, on simple stuff like fender benders, the officer has 72 hours to have it complete and ready. On a homicide, or suicide, or anything that requires the coroner's office, could take several weeks to get the information needed to complete a report.
