I have a uk degree and im a citizen of a commonwealth country..so why the hell cant i stay permanently in uk?

With that kind of attitude you won't get any where.
Calm down. You can't expect to settle in a country just because you carry their educational qualifications. It is not that easy.
I am not sure how you can get permanent residency in UK but you can start by getting a job and getting work permit.
Did you try looking for a jobs else where.Like Middle East. You get tax free salaries.
Governments are not fair when it comes to immigration, you are among many my friend.
Concentrate on the way forward rather than wondering why me.
The UK along with other Western Governments need qualified workers in certain areas such as medical, engineering, scientist etc. get yourself qualified in one of those areas first and then you will receive preferential treatment.
You could also get married to a UK citizen for a spousal visa or get unlimited right to remain as a partner of a British citizen, (24 months proof of living together, bills, rents, bank accounts etc) cost 400 To 600 pounds to apply in the UK takes 2 days for interview to 4 weeks postal.
Make friends, network and visit Uk, someone will help you, if you can't find a a partner to live with or marry, pay someone to do it, half now and the rest after the final interview. I know people that have done it this way.

Despite being a Commonweath citizen your English isn't too good either. Most of those Somali, Nigerian and Moroccoan immigrants are amnesty seekers or here in the UK illegally. Some would say that Sri Lankans are as bad as them.
