For a parent there is no wait for a visa number to be available but for the brothers there is. See the Visa Bulletin for wait times for Family Sponsored Fourth Preference (your brothers) @ http://travel.state.gov/visa/frvi/bullet...

Are you a US citizen? If not I doubt you can. It would be easier for you to get your mother here than it would be your brother(s).
If you are a U.S. citizen you can petition and bring your mom after all the necessary paperworks are filed. it's more than 10 yrs for a brother to come to U.S. after you petition him. if the brother is married, it will take forever.
