Can my partner move to UK with me if I have a European Passport?

We are both from South Africa, but I have a German(european) passport. We have been together for 6years (living together for two0 and want to move to UK.

Yes if you are married but if you are a German National you will have to have a job when you get here as neither of you will be entitled to public funds (you for the first 6 months). If you are married you will have to apply to the British Embassy in South Africa for a Visa for your husband to join you as the spouse of an EEA National. If you are unmarried you will need to marry first unless you return to Germany. Another way is for the German National of you to come to the UK for 6 months with a job and then you can ask for your partner to join you on a fiance visa whereby you get married within the first 6 months of him/her coming to the UK. You will have to prove that you are making arrangements for the wedding. Your husband will then be able to apply for a 2-year spouse visa and then for Indefinite Leave to Remain at the end of the 2 years.

Get married. Then, things will be a lot easier in the passport department. I would think long and hard about that one.
If you were married, your partner would be able to accompany you in the UK. He could apply for an EEA family permit. Same-sex partners are also covered, though the procdure is less than easy. I think if you are simply boyfriend-girlfriend then it would not be possible.

Your partner should look into the Highly Skilled Migrant Program. If he qualifies, he can get come with you to the UK and work there. Another option is for him to get accepted to a UK university, and if he has enough funds he can come as a student while you exercise your EU treaty rights to live in the UK. There is also marriage as an option, but as many others will tell you, be sure that is what you want to do if you choose that path.
Jim is correct. Get an EEA family permit from the British High Commission.
If you've been living together for two years, then your partner can come no matter if it's a same sex relationship or not. You need to apply for an EEA Family Permit, and be prepared to show proof that you've been living together for that length of time along with proof that you'll be able to support yourselves, etc.
