To be come a US citizen - they required you to be able to read and write english. Yes- there is an english test. However, if you have been living in the us more than 20 years and you are 65 or older, you are eligible to take the test in your own language.

US Resident -- no, there is no english test. If you don't speak English, you can bring a translator with you.

U.S. tourist - no, there is no english test. They have translator at the consolate.

Only for legal residents. Yes, there is an interview at the immigraiton office. You can go online and download sample questions. Generally, the younger the person the harder the questions.
If there isn't, there ought to be.
It's important you know basic English and some U.S. Government/History.
