How can a filipino imigrate to canada legaly?

son-in law was deported to manila 4 yrs ago and is being denied re-entry by filipino embassy. he has a wife and four children in states and was married to a u.s. citizen for 6 yrs. but was unable to finish his paperwork due to financial difficulties and was then deported, can someone please help find alternative way to re-unite this family

i dont know but there is a lot of filipinos in seattle,washington
90% of Filipino's are in house keeping or nannies, it's a big demand in Canada. But they have to study and have a cert for housekeeping. But they are paid well.
It's one of a stepping stone to immigrate to Canada. They pay well too for there type of jobs.
His American wife is the only person who can help him, unless she has already lost interest in him.
