I do not have passport, driving licence or birth certificate. How can I get an official photo ID in UK?

Not possible in a week. The only exception would be an emergency passport application, but it would have to be a genuine travel emergency. Why do you need photo ID? There may be another way around the problem.
get you birth cirtificate from the town where you were born after you recive this you can get the rest you get this from your local registry office same place you get married.
Make one up on your computer - get some card & a cheap laminater from Argos.. and use a wee bit of imagination - and hey! you can be who you want to be... make up a Tony Blair UK ID card..
You need to get another copy of your birth certificate from the council registrar who registered your birth. You probably will need to pay for it though. And I very much doubt you would get it in a weeks time. Unless you can pick up your birth certificate in hand and then go to a passport office and pay for the same day service.
I doubt that you an get it that Quick. It is something you ought to have dealt with long ago. All you can do .if you know where your birth was registered,if in UK, is to go and get them to search the records for the registration of your birth and a copy certificate can be issued to you,for a fee. If your birth was not in the UK you have got a difficulty.If you are unable to substantiate your records you will not be able to get photo ID.

No one in the UK needs a Photo ID. If needed for work your employer should give you one.
