Answer:
You don't obtain anything. Your relative needs to register with a college or university in the United States as a foreign student. If accepted, the school will prepare all the paperwork and submit it to the CIS for processing.

The embassy in the Ukraine will call your relative in for an interview. Your relative will be asked to prove that he has enough money to pay for all this expenses while in the United States and will be required to convince the consular officer that he will return to the Ukraine after his studies are finished.

Remember, your relative will be paying tuition at the foreign student rate which is extremely expensive. He'd better have a lot of money saved up.

I have some friends changed their tourist visa B1 to F1 status after they arrived USA, but this happens many years ago. I heard the policy change after 911, and people have to go back to their own country to change status.
