Passport question?

My stepmothers Romanian passport is expired and only has a valid greencard. Is it possible for me to travel to Bucharest and be able to renew it for her without her being there?

You could always call the consulate offices and find out about mailing the passport to them and have them renew it. There is one in San Francisco, phone number (415) 743-2210, Los Angeles (310) 444-0043. As long as she doesn't need to get a new one, a renewal on the one she has should not require you to travel to renew.

Secondly, some countries have rules in reference to who can apply or renew a passport for another person. The best bet would be to call and get the necessary info and then go from there. Keep in mind that countries are changing rules in reference to passports and visas all the time.
You may be able to contact the Romanian consulate or embassy near you, and renew it without travelling to Romania, or renew it by mail.
