yes they can. i've applied for medi-cal because i am pregnant and on bed rest until i have the baby. and there are illegal immigrant preganant woman there all the time. they give me and my hubby evil stares because i'm white and he's mexican-american.
Yes. But citizens who need it can't get it unless they have small children or live in the street.
