Being popular with the other countries in the EU.
The EU is like the popular girls in a high school.
have to have to stay under a certain unemployment rate and an inflation rate. They have to meet pollution standards and education and health/hospital standards.
First and foremost they have to be stupid. They have to want their sovereignty taken away and have their "overlord" politicians 1000 steps above them so there is no accountability.
The quick answer is:
a. The country must be in the European Continent.
b. It must be willing to accept the EU norms in certain areas:
1. Human Rights.
2. Civil Liberties.
3. Military allegiance to NATO or equivalent.
4. Economic policies.
