Could someone clarify the "wetfoot/dryfoot" govt. policy with Cubans and Haitians?

wetfoot-dryfoot policy it's for the Cubans that reach land in USA, they free to Stay. if caught at sea by the coast guard it's back to Cuba!!!
Haitians caught at sea goes back to Haiti, Haitians the reach US Shores gets a boat ride home or plane flight. they don't get political asylums like the Cubans?
If a refugee makes it to dry land (dry foot), they are allowed asylum in the US, If they are still in the water when found (wet foot) they are returned to their country.
the idea is if they make it to shore they are allowed to apply to stay. If they are caught at sea they are automatically returned to their country of origion
A Cuban who can set foot on a Florida Beach (by coming from Cuba by boat, raft of swimming is considered to arrive legally into the USA (dry foot). If a Cuban is caught by the US Coast Guard in the water before he sets a foot on a Florida Beach he is sent back to Cuba (wet foot)..
This is the one of the great Federal Laws that our great Congress made.
The so-called wet foot/dry foot policy applies ONLY to Cubans. Since they clearly are fleeing political oppression.
Our government's policy is an inducement for them to risk their lives and certain imprisonment if they are caught, by saying that if they are lucky enough to evade our sophisticated surveillance, and enter the country ILLEGALLY, they need only put one "dry foot" on "American soil" while the other foot can still be wet. Hence, wet foot/dry foot.
There is no similar policy, nor inducement for any other group who enter this county illegally. We can thank the Cuban born politicians in the House and Senate to for this asinine policy.
Cubans were given this special privelage bec of the communist rule in Cuba. It just so happen that Cuba is only a few miles by sea from Florida that a lot of political asylum are allowed to stay.
Remember the Vietnamese refugee. Due to the communist take over of their country, any Vietnamese, as long as you were able to leave Vietnam were given political asylum to the USA.
Haitians are mostly economic refugee. Meaning, no jobs or poor economic conditions in their country force them to seek to go to the USA. But, INS send them back immediately to their country of origin.
Haitians don't have it.
No one except Cubans have it.
If Castro dies, Cubans may not have it for long.
