Do travel documents usually come on time?

Like on the application they ask you when would you like to travel. I filed in late April and am expected to leave July 7th but they sent my file back to me once before i missed something. would that delay it a little. Im kind of scared that i will not get it on time and will have to miss my trip and i really would like to go.

'Travel documents' is broad. On passports they are really trying not to miss travel dates, but I'm not sure what paperwork you are talking about. (I'm not even sure what country you are talking about.)
