This doesn't make much since to me...Seems if you move there (considering your a us resident) you would become a resident.

To really qualify for things like in state tuition it is generally one year mainly because in that time you have paid taxes in the state. Really it doesn't matter much as long as you declare a place in IL as your permanent home.
Dont know for sure, but most states mandate between 6 months and two years to change your residency. Usually you have to provide some sort of proof that you will be staying in the state for a long time, i.e. buy a house.
