Casinos are illegal in America , laws prohibit gambling,yet casinos are everywhere.Are indians Governed by two systems?

On the reservations casinos are governed by the Tribes.They have their own sovereign nations, just as it should be. There are millions of tribal members through out the USA. Reservations have their own laws.
technically since indian casinos are ran on reservations they do have certain rights that cannot be infringed upon. On a reservation Native Americans can do pretty much as they please, but off the reservation they must adhere to all American laws. If they want one off the reservation they must follow any laws that govern casino or gambling operations for that area.
