In general I think you don't need a huge bank balance to get work permit. The WPs are given based on your employers' sponsorship.
But you do need a bank balance to sustain yourself in an alien country at least for a month before you get your first pay. Those paid weekly, like in USA, also need to have some balance as they have to make lot of monthly payments in advance viz. house rent, deposit for house rent etc.
Regarding the quantum of bank balance, it depends upon the Country or the City you are going to stay in and whether you have someone there to support you till you start getting paid properly. You may have to check it out in advance.

What you should be doing is to be reading up on work visas from the websites of the countries you want to work. I'm not too sure how to interpret this question. The work visas cost money which is usually payable in your local currency. You usually need to prove a strong link to come back home and not stay in the country as an illegal. That is usually determined by the assets you have, car, home, relatives, family etc.
In the UK some people do not require visas to go there. They can get there by merit of their nationality and passport and stay there for 6 months without applying for a visa. If you are an EU citizen then they don't need to apply for a visa for France or UK at all and can usually stay in those countries until the day of expiry in their passport.
You sound like you may be from a third world country. In this case you may find it very hard as they the USA, Canada and UK tend to get rather strict as they can get a lot of people overstaying.
