If you mean by phone, don't know what you're talking about, but if you mean call another foreigner to this country, then don't bother.
I am not aware of any proposed changes, however given that a spouse will require a visa to enter the UK (unless they are an EU citizen) I would suggest that your husband directs all of his questions and issues to his local British Embassy/High Commission/Consulate.
