Those used between 1924 (approx) and 1965 were fine. The Kennedy changes basing immigration on family rather than on need was the big problem.
And of course illegal immigration above the numbers we determine to be ok is completely unacceptable. We cut our own birth rate in the 70's to slightly negative from sustaining the population. We did that so it would NOT be overcrowded with mass poverty etc. If we go that far as individuals, should our gains be wiped out and overrun by importing poverty from elsewhere? Look at the birth rates in most of those countries they come from. We are their safety valve. They have to not have more children than they can provide for, before I would think we should color immigration based on their needs (aside from outright asylum situations.) Without that, frankly, there is no solution. [Unpleasant truth but a truth nonetheless.]
Now, China has a case, but notice that China doesn't need it so much any more. It is amazing what dropping reproductive rates can do to a lifestyle in a country.
To this day the US legally lets in more people for immigration than all the countries in the world combined. We are a nation of immigrants. The US is not like other countries in that it does not set standards for the people it immigrates. The problem now is the out of control illegal aliens invading the country. They do not pay taxes, drain social services, and take unfair advantage in the workplace. The criminal element enters the US unchecked with no accounting for their numbers, location, or source of income. Proper immigration of unrestricted types of people ensures diversity, contribution to society, and assimilation. No I don't believe in restricting the types of people, but strictly enforcing our existing laws for immigration, and securing our borders.
No, the immigrants in the past came with the mind set of working, settling in with Americans and being proud of their new country! The immigrants that are slithering across our borders now are coming with their hand out with no intention of being an American.....their battle cry seems to be GIMME, GIMME, GIMME and for others it's YOU OWE ME.....

You have a good point and that is that things change and our immigration laws need to change with the times. Just because we have had open borders since day one is no reason why we should have open borders forever.
I believe that if we had spent the 350 billion that we have spent in Iraq, on our border security that we would be a lot safer than we will ever be since stirring up the pot in the middle east that we have.
I am not an isolationist nor against immigration, I am against illegal immigration in any form. Every person caught should be sent back immediately I don't care how many times they try to enter the USA. There is NO reason why our borders should be open and other countries are not. Wake up America, we are under attack.
Our economy is dependent on immigrant labor, legal or illegal. Everyone wants to act to on illegal immigration, but the truth is that if we actually shut down all illegal immigration, without creating opportunities for immigrant workers to legally enter this country, it would send our economy into an inflationary cycle that we have not seen in our lifetimes.
A popular argument against immigration is that immigrant workers take jobs from Americans, but I think this argument is pretty weak because unemployment rates are at multi-year lows.
Our nation was, is, and always will be a "Nation of Immigrants".
