Wait until Friday, they are talking about delaying the requirement a year because some banks that act as middle men just dropped a million passport applications on them as they were struggling under the load already. However, you don't need it yet to go by land, just birth certificate and government ID.
The law currently in effect says you need one by air and maybe sea, but not by land. However, they are thinking of withdrawing it to let people have more time to get passports.

I heard Bush thought of temporarily suspending the rule.as long as you can prove that you're attempting to get a passport.
I'd look into that first. Too lazy to do that for you.
