Bush is the Decider. Nothing has to make sense at all because whatever Bush decides that is it. He is a bleeding Mexican criminal sympathizer who feels it is more important to defend Iraq's borders than our own, and US Border Patrol Agents are a pain in the butt because they interfere with the free flow of drugs and illegals across the southern border. This is why he wants to ship all the US Border Patrol agents to Iraq, just to get rid of them.
