I live RIGHT on the border. People on both sides of the border cross to work, and live on either side. Sure, there is paperwork- so ya do paperwork. It CAN be done. I'd wager that I could move to Canada in a month, if I had a reason for wanting to do so. Though I've never lived there, I registered years ago as an immigrant with Canadian immigration. I'm classified as a landed immigrant. I may retire in Canada.

Yes - invest in a business. Start a business. Or invest in purchasing a home/property there. You'd have to contact the Canadian Foreign Investment Review Board, and find out the process of each option.
