Unfortunately, there is a quota or cap for H-1b visas. And it was finished for both this year and even the next fiscal year.
So the next time someone can apply for H1b visa would be on April 1, 2008, with a work start date of October 1, 2008 or later.
Unless you are applying for one of the cap-exempt H-1b visa positions, you will have to wait until 2008
The first step would be to find a US employer willing to sponsor/petition for you, since you cannot self-petition.
