How is the weather and job market in California?
1- Active Beach life
2- Sunny weather most of the year
3- Good job market so that I could quickly be employed
4- Reasonable housing prices so that I could afford from my job.

Active beach life is easy, almost any of southern CA has that.
Sunny weather most of the year is pretty much all of the state except San Francisco bay and the mountains.
Good job market is harder to find right now. We're still in a major recession, layoffs are happening almost every day here right now. In my area (Ventura County, north of L.A. but south of Santa Barbara) there are a few industries that are hiring pretty well, but they require a very good education (things like doctors, nurses, biomedical, and high level technical jobs).
Reasonable housing prices will not be found anywhere in California. The minimum housing price in my county is over $400,000 and the average is well over $700,000. Right now judging by the most recent ads I've seen the best housing prices are available up in the farthest northern part of the state, Shasta and Humbolt counties, but you wont find many jobs there and the prices are still very high.

I have relatives in Long Beach, CA and they pay about $400 a month for a studio apartment so you could probably get a nice 1 bedroom flat for $600 or so. The beaches there aren´t the greatest, but there do seem to be a lot of jobs there. If you don´t like Long Beach you could travel to nearby beaches. The weather is pretty good there too.
