You have to be a citizen and you would have had to work 40 quarters; which is10 years. They base the amount of benefit on how much you made and how much you contributed to social security in the last 10 years of work here, in America. If you didn't work here and pay into social security, then you get no money...

If she's a citizen, then she probably went to the Social Security office and applied for them. If not a citizen...then good question!
If she or her spouse has never worked in the US, she cannot receive social security, but she can receive supplemental security income (which depends on the state). She can also receive Medicaid (goes by different names in different states), but she can only receive Medicare if she is eligible for social security.
Depends what you mean by "foreign" lady. Social security benefits are calculated based upon a persons earning history as reported to the federal government by his or her employer. So there really isn't a connection between being a US citizen and social security. I'm not sure about Medicare though.
Did she pay in her 40 Quarters? If so, she is entitled

Its possible if she's a US Resident or a US Citzen. Either that or she worked her 40 quaters (10 years) or her spouse did. Or she might be on some sort of assistance.

She worked or is receiving survivors benefits.
The first 5 years she's here her sponsor is responsible for her and she gets nothing. After that she can collect SSI which is a type of welfare payment for the elderly and infirm who are not vested in Social Security.
Unlike Social Security, SSI can only be collected while the person is physically present in the US.
Are you aware that all of the elderly Vietnamese refugees
that came over here got and are getting social security
and Medicare. That makes no sense to me, I have been
paying for 47 years into this system and they have not
paid one thin dime. All I can say is that they would still
be in their own country if not for the communist take over

My mother was a foreign lady as you put it and she recieved SS payments. She lived here and worked here and paid taxes and into SS. Just because she wasnt a citizen does not stop a legal registered alien from getting SS. Also she could draw on her husbands benefit.
