First, if that was true, where would the American citizen file the application form in the US? Only US embassies abroad can issue visas. How will they put the picture of the applicant? The interview? Who will appear? Where?
So that is not true. The best an american can do for a friend is to make an invitation letter to give additional substance to the reason to come to the US. BUT this IS NOT a guarantee that a visa will be issued.**

No you can not fill out the visitors visa form from the US. The person has to go into the US Embassy or US Consulate in person to do this. There is always a interview, and they take your finger print and make you fill out the paper work.
It took my father who lives in Spain 5 days for the turn around time. His worst complaint standing in line.
I should mention if your younger than 14 and older than 80 or 85 you do not have to go to the interview. My 10 year old cousin who was traveling with my family did not have to go through the interview portion.
