If you're asking about dual permanent resident the answer is NO. You are required to stay in the country where your permanent resident is. Most countries require you to stay at certain time period in order to be qualified or avoid being revoked. For example, here in US, you require to stay at certain period during 6 months. If you're out more than 6 months, you need to get a return permit.
However, like most people asnwered already about this question, YES you could have dual citizenship depending on which countries. Some countries don't recognize dual citizenship.
