Yes, there is absolutely no issue with obtaining a learners permit and subsequent driver's license. In my state the DMV does not check a person's immigrant status. You only need to provide some type of proper identification as to prove your identity. In your case a passport or drivers licens and birth certificate are sufficient.

in the US, yes if you are here legally and you can pass the associated written and/or driving tests (and meet age requirements, etc)
the other option would be to get an international license from your country..
some states you can get them even if you are here illegally.
don't drive w/o a license...some states will arrest you and impound your vehicle (and most states it's a costly offense, texas excluded).
for the United States all you have to do is go down the DMV

Stop in at the local Department of Motor Vehicles and ask those questions. Or call them. If they say you can apply for a license then go to the DMV and pick up a booklette to study so you can pass the test.. You will probably have to have a safe car available to take a driving test and they may require you to take driving classes.. it depends on what state you are living in. The states all have different rules but they cooperate with their information once you have a license. PS if they say you can apply for a license ask what is acceptable identification so they can verify you are who you say you are. Good Luck and drive safely.

Country? In the US if you are legally here as a student you can get a license. You can get a social security card stamped 'not good to work' or some such.
Yes, as long as you're over 18 you can apply. However, each state has different rules, so make sure you check the DMV/DPS website for your state. (IE. in Texas they needed to be 18 and have a letter from the school proving that they were in good standing.)
