If she has a UK passport, then no. Not sure if she has a UK-issued travel document, best check with the Swiss Embassy. If she has another national passport, it would depend on Swiss rules regarding that country, again check with the embassy. I would guess that she would need a visa for almost all non-European passports. Check

ILR only refers to a person's UK status, by itself it gives no right to enter/live in any other country, even within the EU.
