Why are you simply focused on Mexicians? There are plenty of people here in the United States that would fit the exact same description both in and out of our prisons.
they are not all like that. but..the underclass can be very poor and being poor in mexico is quite a struggle. there is rampant corruption, but it is not just in mexico. it is mostly a cultural thing in latin american countries, as well as some asian cultures.
there is a list compiled by a german company that details which countries are the most corrupt to do business with.
it is called Transparency International Corruption List.

Well they have got immuity to US laws so why wouldnt they disregard them. They are born broke and will die broke unless they break into the US since the US govt doesnt care and actually encourages them they will be breaking our laws till the day we die.

They have had a corrupt government for so many years, the people see it as the normal way to do business.
