My wife is an immigrant with NO proof of identity. We would like to obtain a Mexico ID card for legalization purposes.

I assume you are wanting a Mexican Matricula Consular card. You have to have something with her name on it. Is her name on the lease to your apartment? They'll also want that for proof of her residency. Contact the local Mexican consulate office, and they can guide you through what she'll need since she apparently has nothing.
