Your question is somewhat ambiguous. You say you are going to get married, but also say you have in-laws (i.e. you are already married). I'll give you two answers to cover both situations, but for both of these you need to know in-laws cannot be sponsors:
IF you are married now:
Your spouse can sponsor you, but only if they are 18 years or older. I guess this is your problem: your fiancee is younger than 18. Unfortunately, you need to wait until your spouse is 18 (unless you have another family member in Canada).
IF you are NOT married now:
A fiancee cannot sponsor you. When you marry, your spouse can sponsor you.
While you are not able to be sponsored by a spouse, there are other ways to come to Canada. You can come to Canada temporarily with a visa. You can also apply to immigrate to Canada in some other way, however these usually take lone enough that it may make more sense to wait until your spouse is old enough to apply to sponsor you.
Mother-in-law and father-in-law can not sponsor you but there are other options. I recommend reading up at:
