Is coming to the United State of America without the proper persmissions of the Goverment considered felonious

Misdemeanor unless you have already been deported before, in which case it is a felony.

Yes, very! If you come to the US without a visa, you'll go to jail before being deported back to your home country. And afterwards, you'd never again alloved to enter the US legally (you'll be in the "black list" once you're deported)
Unfortunately its no a felony just a misdemeanor. It should be a felony.
