What does trigger mean? (immigration)?

it has to do with immigration... can some one help me out here?

Answer:
It means to set it off or make it more prevalent. Many people believe that giving amnesty to the illegals here now will trigger a rush for the border by many more illegals to invade our country.
It has nothing to do with immigration.
It is bureaucratic gibberish that is supposed to make an AMNESTY bill more palatable to thinking American citizens.
It doesn't.
Trigger...I don't know what it means in immigration. I know in terms of ED's (eating disorders) It means things that make your disorder re-appear/ worsen. Like a donut, or a skinny person, some people have triggers of large people. It depends.

Maybe it means...something that makes illegals want to come over? Not sure.
In the context of immigration, at least in the bill that was just defeated, trigger was meant as something which should happen first before the others can be started.

Example, before the z visa could be implemented, the trigger would be that the border "fence" must have been fully erected (to prevent future illegals from crossing) and the increase of manpower for the border guards. So even if the bill passed, the Z visa could not be implemented UNLESS the fence and border guards were completed FIRST. That was the trigger.**
It is something that has to happen before other things are allowed to happen. When the thing (the trigger) occurs, only then can the other things occur.

While the illegal immigrants would have gotten imediate legalization under the bill, which would have stayed valid until the 'trigger' goals were met, the new z visa would not have been given until after those trigger goals were said by the President to have been met.

It this case, 'trigger' meant very little.
The Trigger in Immigration law means the grounds or reasons of the Removal Proceedings (used to known as the Deportation) for the aliens who are trying to come to the U.S or are already in the U. S.
These are a few of the many triggers to the Removal:
1. Person with the communicable disease of public health 2. Entered U. S. without valid entry document 3. Fraudulent marriage 4. Commits a criminal offenses that involves moral turpitude 5. Convicted of aggravated felonies such as murder 6. Becoming a public charge within the 5 year of entry to US 7. Violated US espionage laws 8. Security threats to US and goes on and on .
How you interpret and apply all the rules to aliens are totally up to the immigration judge at the immigration court during the Removal procedures.
